CPV Central Committee agrees to transform Quang Ninh, Bac Ninh into centrally-governed cities
VGP - The 14th Central Committee of the Communist Party of Viet Nam has agreed to transform the northern provinces of Quang Ninh and Bac Ninh into centrally-governed cities.
The above agreement was reached on July 24 at the third plenum of the 14th Central Committee of the Communist Party of Viet Nam (CPV).
In 2025, Quang Ninh's economic size reached more than VND 368.445 trillion, while total State budget revenue amounted to VND 84.5 trillion. The province's GRDP grew by 11.89 percent.
In 2026, Quang Ninh set the GRDP growth target of over 12.5 percent, with GRDP per capita reaching at least US$11,800.
Meanwhile, following the merger with Bac Giang, Bac Ninh covers an area of approximately 4,700 square kilometers and a population of nearly 4 million. In 2025, Bac Ninh reported the GRDP growth rate of 10.27 percent, ranking fifth nationwide.
Currently, Viet Nam has nine centrally-governed cities, namely Ha Noi, Ho Chi Minh City, Hai Phong, Da Nang, Hue, Can Tho, Dong Nai.
The same day, the 3rd plenum of the 14th CPV Central Committee wrapped up after four working days.
In his closing remarks, General Secretary and President To Lam said, the Central Committee agreed to issue a Resolution on building and developing Viet Nam into a strong maritime nation, identifying that the sea is a vital space for national survival, development, and defense.
The development of a modern marine economy must go hand in hand with protecting ecosystem, improving livelihoods, and safeguarding national sovereignty.
The top Vietnamese leader reaffirmed the determination to achieving economic growth goal of 10 percent or higher by the end of this year, while maintaining macroeconomic stability, controlling inflation, ensuring major economic balances, and ensuring employment, incomes, and social welfare.
Regarding the proposal to reform Viet Nam's development model, the Central Committee decided to issue a Resolution that will shape the country's national development model through 2045 and beyond, noted the leader.
The Central Committee also approved the proposal to build a disciplined, safe, civilized, harmonious, and prosperous society, identifying human development, culture, the rule of law, social discipline, and a healthy social environment as the core pillars to ensure that all development achievements genuinely improve people's quality of life and well-being.
On national defense and sustainable development, the Central Committee endorsed the key viewpoints, objectives, and tasks outlined in the national security strategy.
Accordingly, security must be integrated into the country's overall development strategy, while firmly safeguarding the Party, the political system, the State, the people, national independence, sovereignty, unity, and territorial integrity, while ensuring human security, data security, energy security, water security, food security, and the protection of critical infrastructure./.
