The strategy aims to establish a unified, modern, secure, reliable, interconnected and shared national data ecosystem in Viet Nam.

It seeks to synchronously develop national databases, sectoral databases, data repositories, data platforms, and shared computing infrastructure on the basis of a unified architecture.

The strategy envisions data as a strategic resource, a critical factor of production, and a new driver of national governance, digital economy, and digital society.

Under the strategy, Viet Nam will promote the application of AI, high-performance computing (HPC), and other strategic digital technologies in data analysis, forecasting, policymaking, and delivery of smart public services.

Meanwhile, the country will foster the development of data economy, data industry, and data market; gradually achieve technological self-reliance and mastery in AI technologies, high-performance computing infrastructure, and core data platforms and products while ensuring cybersecurity and national data sovereignty.

By 2045, all of leadership, direction, governance, and administrative activities of Party and State agencies will be supported by data while at least 90 percent of major decisions and policies will be formulated, evaluated, and forecasted on the basis of data analytics and AI.

Besides, all of eligible public services will be delivered entirely online and public and business satisfaction with public services will reach 99 percent or higher.

By 2045, Viet Nam will master at least 80 percent of the core platforms, technologies, and products used for data governance, storage, processing, analysis, and protection, while achieving self-reliance in cloud computing, high-performance computing infrastructure, AI infrastructure, AI models, and data security.

Furthermore, the nation will become a major regional hub for cross-border data storage, processing, connectivity, sharing, and transit.

Eight key tasks and solutions

To achieve these objectives, the strategy outlines eight key tasks and solutions:

(1) Developing and improving institutions and policy frameworks. 

(2) Developing national data infrastructure and data platforms. 

(3) Advancing data development. 

(4) Promoting data economy and data market. Developing a skilled data workforce.

(5) Strengthening cybersecurity, data security, and national data sovereignty. 

(6) Expanding the application of the national integrated database. Enhancing international cooperation on data./.
