The Decree sets out responsibilities for ministries, agencies and local authorities in key areas, including legal drafting, visa and residence document issuance, immigration control, residence management, law enforcement, data sharing, and statistics.

The Decree aims to improve coordination among competent authorities, enhance immigration management efficiency, strengthen national security, and facilitate the lawful entry, exit, transit and residence of foreigners in Viet Nam.

Regarding enhanced inter-agency data sharing, the Ministry of Public Security (MPS), Ministry of National Defence (MND), Ministry of Foreign Affairs (MOFA), and other agencies must exchange immigration information, visa data, temporary residence records, and security-related information in a regular and real-time manner.

In terms of closer coordination on visa issuance, MOFA's overseas missions and MND border control units must consult the MPS before issuing visas in cases involving national security concerns or suspected document forgery. The MPS may also request visas to be refused, revoked or cancelled if violations are detected.

With regard to integrated immigration management, ministries, ministerial-level agencies and provincial People's Committees are required to share administrative data—such as work permits, investment and business registration information, education programs and conference participation—to support immigration management.

With respect to strengthened residence management, relevant authorities must coordinate on temporary residence declarations, monitor foreigners' residence, manage individuals subject to exit suspension, and promptly notify diplomatic missions in cases involving accidents or deaths of foreign nationals.

Concerning improved border control cooperation, the MPS and MND will exchange information on immigration control, denied entry cases, security threats, lost or invalid travel documents, and specimen immigration stamps, while jointly training border control officers on new regulations./.
